1.  Meeting Called to order @ 1:05 pm

2.  Roll Call (See below)

3.  Approval of Minutes from July 28/15

 4.  Treasurer Report:  3 red cards, all handled. Increase of fees from $2,800 to $2,940, 5% increase due to 8% increase in A/R fees and 6.2% increase in SOSA fees. Haven't been raised in approx. 4 years. Per player over 20 players increased to $29.00

$51,304 Reg, $18,968 payable, 1031 direct off, $12,242 SOSA, Fields & Meeting Rooms $8,382, $1,288 website, $4,950 for lining, $16,424- Trenton. More Belleville fields used.
Deposit due of $140, 1st Wednesday in March. Based on 22 players, player fee is $134.00       

5. Relegation

It was moved that -no moves, 1 move or 2 moves- motion for no moves this season

6.  League- How many divisions It was moved that the 2016 Outdoor Season would have two divisions. An A Division which is more competitive and a B Division that is a recreational division. All in Favour

7.  U18 Players

Motion from Terry to have Division one be able to have 3 U18 players, 16 or older by July 1st. (As per motion brought forth October 19, 2014 by QOB and 2nd by 8 Wing, current U18 players would be grandfathered in, new players joining league must be 18+ as of July 1st). All in favor. (Majority)          Motion Defeated

8.  Point Differential  

Motion:  To remain at 7 goal differential. After 7 goal diff, to resume under exhibition status as per rules & regulations.        All in favor

9.  Election of Officers

Motion:  To elect Jennifer Jordan as the incoming President.  There were no other nominations from the floor.       All in favor      

10.  Election of Registrar

Motion:  To elect Adriana Cote as an additional Registrar.  There were no other nominations from the floor.  All in favor.

11. Adjourn Meeting

The meeting was adjourned at  3:00pm  All in favor     

Additional Notes:
Reminder to Team Reps: As per Rules & Regulations 19.2- Team Reps, it is your responsibility to be aware of rules and by laws and enforce that your players are complying (ie proper equipment at games, shin guards, cleats, no jewelry, etc.)

April 9/10th -Referee training from Belleville Youth Soccer Club @ St. Teresa's High School. Anyone interested, the league will cover your $90.00 registration fee, as we are in need of referee's.

Conflict –Jerseys/referees

Conflict b/w carstar & willow publishing, willow & alive and strong

Willow – jerseys were not approved – default in game; in order for them to return to the league they must recoup the fines they owe ($200 in total) – will have to pay by the time deposit is due

-if they choose to disband, they cannot all go to another team en masse – 2-3 players

-add rule that states this “7 players from the same team constitutes the “same team””

-prevents a mass switch from one team to another, registering under another name

-add to constitution – team doesn’t provide pinnies, they automatically forfeit the game

-change to constitution – the team that came in later – add to motion

-second conflict – four seasons with cosmos, old boys, and legendz

-charlotte – 4 seasons are changing jerseys/colours – all jerseys are to be the same

-issue as 4 seasons had solid backed jerseys (some red, some white – this created conflict)

-going into 2015 – 4 seasons are so they are all uniform

-will get uniforms approved

-

Moving back to 3 divisions

Few things come up about divisional splits

-2 vs 3 vs …

-how many people were okay with the way the season went this year – majority are okay, Brighton and legendz are not okay with the way things went

-do we want to open it up to discussion?

-2 min time frame

-8 wing - relegation and promotion are good for this league – not the same teams every year

-you are only in that league for the season – as the top two teams & bottom 2 teams will switch

-we used to have relegation and promotion – issue on team moving up - was voted on to remove that

-challenge – knowing what division you are in.

-4 top C division teams leading the B division this year

-have teams playing in the wrong leagues

-one solution that might help

-declare the division you want to play in at the beginning of the season- say what division you think you should be in based on skill level and finishing last year

-have something where people declare every season

- QOB – don’t feel that the teams that moved up are as bad as they think they are – they don’t feel they are beating them all that badly

-enjoyed the new teams in the division

-QWFC – relegation and promotion – can’t guarantee that teams will have full teams return

-agree with learning and getting better playing in the A division

-try it for another year – see if it’s a good idea to stay as is

Brighton – go back into the A division, they would lose their team

-Cosmos – regarding moving back to 3 divisions – based on having enough teams to stock the A division (make it viable)

-LEgendz – 8 teams in A – only 2 want to leave – relegation and promotion is one consideration, declaration of division is another

QOB – 2 seasons ago – they sucked – they asked to go into B – were denied – this year they didn’t

Carstar – winning C two years ago was a surprise, winning this year was a shock too

Barb – comments – support is with the Legendz team (play with the people you want to play)

As registrar – seeing teams drop people because they want to make a better team

Ike – everyone is competitive to their own degree. The only way to keep everyone as competitive as they can be, relegation and promotion is the way it needs to be

Have to allow relegation and promotion to serve its purpose

8 wing – whatever solution is put in place, say that it will be for x number of years to allow it to sort itself out

-try it for one more year

Motion – add in field dimensions to constitution

Motion off the table – ensure that communication is clear, and everyone is on the same page.

 

Motion – 7 players from one team moving to another team constitutes one team, and thus must pay outstanding fines before they are allowed to play

Motion: Teams have the right to choose their own colours. However, the colours must be approved by the league. In the case of a conflict, the away team must wear pinnies or alternate jersey. Each team must have pinnies/alternate jersey at their game in case of conflict. If the issue cannot be resolved, the away team will forfeit.

Presidents Report

 

-only one red card, resolved

-few issues, seemed to go well

 

 

 

 

Scheduler’s report       - 280 games, rain out games, most things were rescheduled,

-sometimes things were double booked

Registrars’ report         -390 players, total of 430

                                    -this year went smoother than other years

                                    -everyone seemed organized, info produced quickly

                                    -forms – have maiden name/married name on registration forms in future

                                    -include phone number

                                    -must include birthdate

                                    -limit number of emails sent to registrar

                                    -BQWSL email – not checked off season (maybe once a month)

Treasurers’ Report       - ended with $3000 in the account – less than normal due to miscommunication with the city – charged for fields we didn’t use

                                    -most invoices have been paid

                                    - no issues, nothing outstanding

Statistician                   - issue with game reports

                                    -cannot always send game reports off phones – make sure they go through
